I believe so, at least. ..The one thing about her character that I don't understand was her methods - especially the death ray and 'reeducation camps.' It doesn't fit with her motives at all, so really, it's hard for me to associate Kuvira with it.

Focusing only on her motives though, I do think she deserves another chance. Nobody else was willing to help her country, and she didn't take that position to gain power and power alone. What she saw was an abandoned country with people who needed help. She wanted the people of the Earth Kingdom to know that their struggles mattered and she would be there for them - she probably couldn't look at Su the same way again after she decided not to help, Kuvira saw that as abandonment, something she was sadly very familiar with.

Kuvira, in a way, is stuck in that part of her childhood (and Su practically disowning Kuvira for her decision long before it even got out of hand didn't help with that.) At the same time though, she's very mature. Kuvira asked for consent before proceeding - at least at first. She enforced fair rules. She didn't want her army to fight a battle that she'd be unwilling to fight herself. When she realized her mistakes, she turned herself in and was willing to accept the consequences - even when she still had her army that was willing to attack in order to free her.

She's just not a bad person.
