Romance Anime/Manga Recommendations?

This anime really fits your description! The only one that's a little different is that the girl has light-ish brown hair so I hope it's still okay. I've read the manga and watched the anime and it's amazing! I hope you get to watch/read it and like it! If you're streaming it and not much options come up with the English name try the Japanese name. I haven't watched it in English dub so if you're planning to watch it in dub I won't give you a 100% on the English voices but the Japanese voices are 100% because they really match their characters.

"Fushigi Yuugi:Genbu Kaiden"seems to be the perfect manga for you too read because it meets almost all of you criteria.Takiko(the female protagonist) is strong,smart,kind,calm,isn't all lovey dovey or extremly dense either and has black hair as well.Uruki(the male protagonist)is a strong and good looking boy and he's the first who falls in love with Takiko but doesn't confess his feelings to her only later on.The plot and the rest of the characters are awesome as well,no echi or adult romance.However just be informed that it is a pretty dark and sad story.

Ouran High School Host Club: Both anime and manga (the manga has more romance though).Totally hilarious xD

Akatsuki no Yona : Both the anime and manga are simply awesome.The female character is my favorite.Her character development is most amazing,at first she might be weak and whiny but after the first few episodes,you just can't help love her<333

Last Game: Manga, it's totally amazing,the art is awesome, very sweet,hilarious,you'll love the characters!!

Ao Haru Ride: The art is lovely <3 I personally love the music in the anime and the main heroine is totally loveable ^^

Kamisama Hajimemashita: The anime is Cute <33 .Fantasy romantic comedy. The 2nd season is more awesome because new characters are introduced whom I simply love~

Kimi ni Todoke sounds right up your alley :D
It meets all of the criteria. It's super cute and very refreshing compared to a lot of cliched romance plots out there. The heroine admits that she's fallen in love early in the series, and isn't stubborn or tsundere about it. There's also an adorable side couple which features one of the heroine's friends >.< I personally love this anime and would give it a good 9/10. Sweetest thing ever with good humor and will take you on a wild ride of emotions

I know an anime It's called Momokuri and it's about an shy and perverted girl called Kurihara Yuki that loves Momo a very cute boy at her school and she askes him if they could go on a date together..The boy has never dated a girl before and says yes but he doesn't know that the girl is a pervert and fall's in love with her..In this anime the girl and the boy are in middle school and the girl is a year bigger than the boy..
I loved this anime but I feel very sorry it doesnt have a second season...It has 26 episodes i guess and an ep has like 7 minutes but I am sure you will enjoy every second of it!!
Ps:The anime doesn't have harem too much crying or drama
