What is a Doitsudere?

I'm probably going to sound stupid, but I've heard a lot of people talk about it and I'm not sure what it means. I've tried looking up a good definition, but haven't found one.

I don´t know what to think, but in my opinion it could be something like Saha from Shingeki no kyoujin? But I have no idea what connection do potatoes have with Deutschland. If it was derived from Sasha, then maybe because SNK takes place in Deutschland? But these are only my thoughts.

So my guess is that a Doitsudere is a girl who reallu loves her potatoes.
