Name a candidate for the worst child(ren) in Anime and Manga.

Tomoo and his fellow bullies in Elfen Lied could come close enough.

Aria from Akame Ga Kill might come close, when you realize she tortured two of Tatsumi's friends(With one of them being dead already, and the other dying after Tatsumi kills Aria for what she did to his innocent friends).
