They're from the Japanese F2P web browser game Kantai Collection a.k.a KanColle an anime based off of the game just started airing last month. I personally haven't seen the anime or played the game so I don't know if the characters in the picture you have are in the anime or not.
But you can watch the anime free and legally on Crunchyroll link

The characters are (from left to right) Akatsuki, Hibiki, Inazuma, and Ikazuchi.
