Some boys can be mistaken for girls even when they have short hair. Like Saika Totsuka from My Teen Romantic Comedy SNAFU.

yep, although i think he needs the wig to actually fool people. does anyone later on in the show mistake him for a girl without the wig on? (note, being mistaken for a wig is not a requirement for this post, he's still plenty feminine without it)

That's not Hideyoshi on the photo. It's his twin sister Yuuko. The photo is from season 2 episode 3 - The episode where Hideyoshi and Yuuko switch their clothes and pretend to be each other.
