Does this anime/cartoon count for....

If it was made in America or somewhere else outside of Japan, I'd count it as a cartoon. For example, there is a Street Fighter and Darkstalker anime, and then there's Street Fighter and Darkstalkers cartoons. They're from Japanese video games, but adapted for animation in different countries.

By started out in Japanese, do you mean it was originally a Japanese video game that was adapted into a western cartoon? Or did they originally start with some of the animation in Japan, but then transferred the work on it to England?
