I've seen so many pictures of her but I don't know who she is.. I was gonna borrow her for an Ouran High School Host Club story I'm writing.

but the artist is Itou Noizi who is famous for her character designs from The Meloncholy of Haruhi Suzumiya and Shakugan no Shana. So yeah, I think it's just a random picture by her!
