Wow when i read what you put about the convo with your crush i was like wow this is prettymuch exactly how a convo went with MY crush at a prom last year! i couldn't tell whether he liked me either, as i hadn't seen him since the year before.
What i think about your situ is, that you need to look at this whole thing from his point of view, particularly the convo at the valentines dance part. imagine yourself saying HIS parts to HIM, instead of the other way round. then ask yourself this: would you say those things if you didn't still have a bit of a thing for him? ofcourse, the whole thing depends on how he said it, and where you were and what you were doing at the time.
personally, from this i seriously think he likes you, and he because, afterall, he is your EX, he's bound to want to take things slowly, and start off byu being just friendly. the two giveaways that he likes you are the You look nice bit, and the Poking bit. trust me, poking is a serious flirt thing.
i can say that, from experience, he likes you. but just a little bit. you shouldn't give up, just take things slowly and day by day build on how you behave.
infact, its probably better you do start out as good friends again, just for the time being, because then it wont feel as weird asking him to hang out with you at the park or go clubbing or something. then build the relationship up again from there. go to places you went when you were together and say stuff like 'remember when we went here and all the fun we had' and all that sort of stuff, and laugh about it. it helps that you live next door ofcourse. i wish i'd lived next door to my crush.
you're lucky because of this, don't let him go. good luck with whatever yo decide to do.
